Minted by China West Han Dynasty last emperor (or call Xin dynasty) during AD 7-18.
“Ta-Ch’uan Wu-Shih (Da Quan Wu Shi)” means “equal 50-cash coins”, first issued as high face-value coin. But due to the inflation, it was soon used as one-cash coin in the market. And the money reform came to failure.
